CONSTITUTION OF THE FEDERATION
We, the Citizens of The Versutian Federation, being resolved in our efforts to establish a more perfect democratic union, and to secure
liberty, justice, and equality for all its Citizens, hereby adopt and enact this Constitution.
Article One: Citizenship and Rights
Section 1: Residency
Any nation which resides within The Versutian Federation shall be considered a Resident.
Section 2: Citizenship
Any nation which has been a Resident of The Versutian Federation for at least one continuous week, has registered on the Regional Forum, and has successfully requested citizenship as provided by law shall become a Citizen. Each individual user may only register one account on the Regional Forum, regardless of the number of nations which they possess or control. In the event an individual's citizenship lapses as provided by law, they may become a Citizen again provided they meet the criteria outlined in this Section.
Section 3: Diplomats
A diplomat of another region or organization shall not be considered a Citizen.
Section 4: Rights and Freedoms
All nations shall be entitled to the following rights and freedoms:
4.1. Freedom of speech and expression;
4.2. Freedom of association and assembly;
4.3. Freedom from ex post facto laws and bills of attainder;
4.4. Right to due process of law, including:
4.4.1. Right to a free, fair, and public trial in all matters before the Court of Justice;
4.4.2. Right to be presumed innocent until proven guilty in all matters before the Court of Justice;
4.4.3. Right to be informed of all charges brought against them and by whom;
4.4.4. Freedom from self-incrimination;
4.4.5. Freedom from being charged or tried twice for an acquitted crime.
4.5. Right to self-determination, including:
4.5.1. Right to set domestic policies in accordance to one’s beliefs;
4.5.2. Freedom to seek or abstain from membership in the World Assembly;
4.5.3. Freedom to endorse or un-endorse any nation in the World Assembly without penalty.
Section 5: Further Rights and Freedoms
Citizens shall be further entitled to the following rights and freedoms:
5.1. Right to a singular vote in all matters before Parliament;
5.2. Right to petition the government.
Section 6: Other Rights and Freedoms
Other rights and freedoms of Citizens may exist beyond the provisions of this Constitution.
Article Two: Parliament
Section 1: Establishment
Supreme legislative authority shall be vested in the Parliament of The Versutian Federation, a unicameral legislature comprised of every Citizen, as defined within this Constitution.
Section 2: Votes
Each Citizen shall be entitled to one vote on all matters before Parliament, and all votes shall be considered equal.
Section 3: Proposal and Passage of Bills
Upon the submission of a bill by any Citizen, and with at least a majority of votes in favor, Parliament may pass an Act, Act Amendment, or Treaty.
Section 4: Constitutional Amendments
Upon the submission of a bill by any Citizen, and with at least two-thirds of votes in favor, Parliament may pass a Constitutional Amendment.
Section 5: States of Emergency
If a situation arises which jeopardizes the sovereignty of The Versutian Federation, a State of Emergency, lasting no more than 10 days, may be declared.
A State of Emergency may be declared with the approval of at least two of the following officers:
5.1. The Speaker;
5.2. The Delegate;
5.3. The Chief Justice;
5.4. The Founder.
A State of Emergency may also be declared by the Parliament, as determined by law.
During a State of Emergency, voting periods shall be reduced as provided for by law.
Section 6: Removal of Officers
Any elected or appointed officer is subject to removal from office.
Any Citizen may submit, in writing to the Speaker, a request for a recall vote against any officer.
If seconded by at least a number of citizens equal to quorum, as established by law, the recall vote shall take place, and shall follow the same procedure as other votes.
Article Three: The Speaker
Section 1: Election and Tenure
The Speaker shall be elected by Parliament to a four month term.
Section 2: Duties
The Speaker shall be the presiding officer of the Parliament and chief legislator of the region.
The Speaker shall have the power to:
2.1. Administer Parliamentary procedure pursuant to law;
2.2. Assist with the drafting of legislation, at the request of the author;
2.3. Serve as chair of all Parliamentary discussions;
2.4. Schedule Parliamentary votes, as provided for by law;
2.5. Maintain Parliamentary records and archives to ensure accuracy and general upkeep;
2.6. Organize and oversee all elections in which they themselves are not a candidate;
2.7. Execute any power delegated to them by law.
Article Four: The Delegate
Section 1: Election and Tenure
The Delegate shall be elected by Parliament to a four month term.
Section 2: Duties
The Delegate shall be the chief executive of the region, and the official representative of the region in the World Assembly.
The Delegate shall have the power to:
2.1. Vote on World Assembly resolutions;
2.2. Approve proposed World Assembly resolutions seeking quorum;
2.3. Publish the reasoning behind their votes in the World Assembly;
2.4. Oversee and coordinate the operations of the Ministries, while still respecting Ministerial autonomy;
2.5. Provide for the general defense of the region;
2.6. Organize and oversee any election in which the Speaker is a candidate;
2.7. Execute any power delegated to them by law.
Article Five: The Ministers
Section 1: Election and Tenure
The Ministers shall be elected by Parliament to a two month term.
Section 2: Foreign Affairs
The Minister of Foreign Affairs shall be the chief diplomat of the region.
The Minister of Foreign Affairs shall have the power to:
2.1. Establish embassies;
2.2. Conduct interregional diplomacy on behalf of the region;
2.3. Appoint and manage an ambassadorial team;
2.4. Negotiate treaties;
2.5. Execute any power delegated to them by law.
Section 3: Domestic Affairs
The Minister of Domestic Affairs shall be the chief domestic organizer and manager of the region.
The Minister of Domestic Affairs shall have the power to:
3.1. Stimulate regional activity and involvement;
3.2. Maintain and enforce regional standards of civility, as provided for by law;
3.3. Execute any power delegated to them by law.
Section 4: Immigration
The Minister of Immigration shall be the chief organizer of recruitment of the region.
The Minister of Immigration shall have the power to:
4.1. Officially recruit for the region;
4.2. Appoint and oversee a recruitment team;
4.3. Establish a regional welcome telegram;
4.4. Execute any power delegated to them by law.
Article Six: The Founder
Section 1: Establishment
The nation known as “Versutia” shall be stylized The Founder of The Versutian Federation.
Section 2: Control
Control of the Founder account will be reserved for the individuals who have access upon the passage of this Constitution. These individuals shall be stylized Guardians.
In the event that a Guardian resigns, permanently leaves the region, is convicted of a crime by the Court of Justice, or is otherwise unable to carry out the duties of their position, Parliament may appoint a Citizen as Guardian, upon the proposal of a bill to that effect, and with at least two-thirds of votes in favor.
Section 3: Restrictions
Guardians are ineligible to hold political office, either with the Founder account or with their own individual account, unless they resign as Guardian before assuming political office.
Article Seven: The Court of Justice
Section 1: Establishment
Supreme judicial authority shall be vested in the Court of Justice, which shall be presided over by a single Chief Justice.
The Chief Justice shall be elected by the Parliament to a 6 month term.
Section 2: Duties
The Court of Justice shall have the power to:
2.1. Oversee and conduct all proceedings of criminal or civil cases;
2.2. Interpret the Constitution and laws of the region;
2.3. Exercise judicial review of all bills of Parliament or actions of government;
2.4. Execute any power delegated to the Court by law.
Section 3: Appeals
Any decision made by the Court of Justice may be appealed no more than twice. Appellate procedure shall be determined by law.
Section 4. Contingency
If the Chief Justice is a party to a case, is unavailable, or is otherwise found to have a conflict of interest preventing impartial judgement, the Founder shall preside over the Court for the duration of the case.
If both the Chief Justice and the Founder are party to a case, are unavailable, or are otherwise found to have a conflict of interest preventing impartial judgement, an impartial Citizen jointly selected by the Speaker and Delegate shall preside over the Court for the duration of the case.
Article Eight: General Provisions
Section 1: Requirement for Public Office
No nation may hold a government office unless they are also a Citizen, and, in the case of the Delegacy, a Member of the World Assembly.
No nation may occupy more than one constitutionally-mandated government office at any given time.
Section 2: Election Date and Length
Voting in regular elections for government office shall begin on the 2nd day of the month in which they are held and last for 5 days.
Voting in special elections for government office shall begin as provided by law and last for 5 days.

Section 3. Constitutional Supremacy
This Constitution shall take precedence over any laws of Parliament or actions of government, which shall not conflict with it.
Article Nine: Military Gameplay
Section 1: Neutrality
The Versutian Federation shall be a militarily neutral region.
Section 2: Defense of Allies
The Versutian Federation may, with the express consent of the Parliament, either through a treaty or referendum, assist with the defense of any region with which it has an embassy or other alliance.
