I've been trying to do something similar in the SLU, and only NAR has taken me up on it so far.

So. I've created a Civ for my nation: steamcommunity.com/sharedfiles/filedetails/?id=1437035984
I was thinking we could get a game together, and there can be a map of to play on too.
The main reason I created this page was to ask whether people would be interested in me creating a Civ for their nation. (Brave new world)
In short: anything is customisable.
Here are the rules I've laid out:
Points:
Points available: Traits = 4 positive points, Unique units/buildings = 3 positive points each
Refers to the things that you are adding to a unit or building. They are, by themselves, small changes. For example, a positive point is slightly less cost, 1 less maintenance, 1 more range, 1 more movement point, 1 more combat strength etc. A negative point is generally a removal of/negative version of one or more of the points listed below in the points costs section (for example, -1 movement)
Traits: Each nation has a trait similar in power to that in the expansions, if not slightly better. A trait has a value of about 4 points, and any of these can be sacrificed for positive points on one of your unique buildings or units. You can also add negative aspects on a trait to gain positive ones in a different area of the trait. I highly reccomend this, as this makes the variety of the civs much greater and much more interesting to play.
Unique Buildings/Units/improvements: Any combination of these 2 are allowed. Each unique building or unit can have 3 positive points added onto their stats, with an additional 1 positive point for each negative point you add. A building/unit/improvements can have its bonuses reduced by 2 for an additional 1 point on the trait (consecutively).
So for Harndon, the points I added for my unique building (replaces library) are 4 points worth of tile bonuses, -2 for removed yeilds, +2 for spawning Scout.

For the unique unit, it is +1 for ignoring terrain, +6 for new improvements, -2 for rare application of said improvements, -2 for the lack of ability to create mines, -1 for the later arrival of one of these improvements (compared to mines, which it is similar to), -6 for the lack of ability to access uranium, oil and coal, the +3 vacancy carried over to traits (+2) and building (+1).
For the trait, I have 3 points of tile bonuses (2x1.5 due to the common occurance of forest tiles), with +3 for free promotions.
My colour scheme is gold and black.

+1 production/gold on terrain (plain, grassland, coast, ocean, desert, tundra, etc.)

Any other effects you would like instead of the ones just above, please do tell me about them, and I can work out how to balance them.
