Citizenship Process Amendment

As has been noted on and off since our new legal system was formed, the citizenship process has a few ambiguities. Much like the recent discussion about elections, it appears we have a constitutional provision that may be too restrictive and could even make our current legal language regarding loss of citizenship unconstitutional. Considering that right now a continuous week of residency and a forum account is all that is needed, it could be the case that anyone who returns automatically has to regain citizenship. Furthermore, there are cases, especially as it relates to punishment or ceasing to exist and then coming back, where lapses may be necessary and may not always be caught. A lot is left to automatic timelines and people verifying, and things slip through the cracks.

For this reason, I wanted to open this provision up a little so that we could respond and tighten or loosen the rules as needed. I don't see how that's currently possible, however, which is why I added a third condition to obtaining citizenship, a "successful request" for citizenship. The constitution now explicitly provides for a process that will be handled legislatively and be as broad or restricted as we need/want it to be. I will accompany this amendment with another that refines that process. I will start out by aiming for something broad that fulfills the spirit of the process as it exists now.

Finally, I added a provision for contemplating lapse of citizenship. The conditions citizenship may be revoked are already in our Legal Code, this just explicitly acknowledges them so we don't have to worry about supremacy issues between our documents. If someone's citizenship lapses, they will have to go through the three criteria in the constitution again.
