Overview
Repeal: "Safeguarding Nuclear Materials" seeks to repeal GAR#418, which:
1. Affirms the right of member nations to possess nuclear weapons and to use them in the case that they are attacked by hostile forces;
2. Maintains the right of member nations to manufacture and trade nuclear weapons or reactors, to possess the materials required in such manufacture, and to acquire the materials required in such manufacture;
3. Maintains the right of member nations to have knowledge of the manufacture and trade of nuclear weapons or reactors, to possess such knowledge, and to acquire such knowledge;
4. Mandates that member nations take all practical actions to stop unauthorised release of the materials or disclosure of the knowledge spoken of in the above two clauses; and
5. Directs, should no future legislation require otherwise, the Nuclear Energy Safety Commission to ensure that nuclear armaments, materials, and knowledge are secured from weaponisation by providing material assistance and phase-out assistance to nations unable to defend their own nuclear knowledge and technology.

Author's Justification
The author of this resolution, Wallenburg of The East Pacific, is primarily concerned about GAR#418, "Maintaining the right of member nations to trade nuclear weapons or reactors, to any other state, regardless of the stability or belligerence of those states." Wallenburg also expresses concern over the guaranteed right of member nations to not only continue to create nuclear weapons but to use them, "In retaliation for any kind of attack, regardless of how minor it may be," as well.
My Decision
While a world without nuclear weapons or war is a strong and noble goal to strive towards, we are simply no where near achieving it. The fact of the matter is simple: there are more nations without WA membership than there are with WA membership. Because two other key nuclear material resolutions were already repealed, this is the last one preventing an all-out ban on nuclear weapons. Sure, at first glance this seems like a good thing to do; however, such a ban would put WA nations at a severe military disadvantage because those that do not abide by international law will be the only ones allowed to have nuclear weapons. That would almost guarantee a situation where WA nations, the Assembly at large, and perhaps our very world could be held hostage by rogue states or alliances. Yes, WA nations could unite militarily to address the situation, but I guarantee that we will take heavier losses than those using nuclear weapons against us.
As much as I hate it, the policy of mutually assured destruction is still the only realistic way we can keep the bad guys in check. The human race just isn't capable of giving up our darkest traits yet. Are there parts of the original resolution that I would like to see changed? Yes. Despite this, until a suitable replacement addressing these issues while not putting law-abiding nations at a dangerous disadvantage gains enough support, I will continue to oppose repeal efforts made against the target resolution.
