An Act regulating Political Parties in Parliament.

Resolved by Parliament, that the following articles are proposed as law, when agreed and be it signed into law that,
1. The Versutian Parliament recognizes that its members can organize themselves into intra-parliamentary political groups, according to their political affinities, ideology or discours. *Parliament need not normally evaluate the political affinity of members of a group. In forming a group together under this Rule, the Members concerned accept by definition that they have political affinity.
2. Defining an intra-parliamentary political group as, when members of parliaments (MP’s) form a group and adhere following conditions;
2.1. A political group must at least exist of following:
a) Shall compose of not less than three (3) members of Parliament.
b) A Member of Parliament may not belong to more than one political group
c) Has an organizational representative structure, with at least one member mandated to represent the party.
d) It shall be an intra-parliamentary organization, which shall have legal accountability, and shall carry out its duties as part of the activities of Parliament, and or its Members.
3. A political group shall be recognized by the Speaker of Parliament when all conditions are met.
3.1. All members of the 'pre-political' group shall notify the Speaker in a written statement. That statement shall specify the name of the group and the names of (all) its members. It shall be signed by all members of the political group, the statement shall be the primary source for the Speaker to recognize the Political group in Parliament, according to the established set of conditions.
3.2. In an event that the Speaker has denied the establishment of an intra-parliamentary political group, it shall be up to the 'Conference of Presidents' to decide on the statement in a second consideration, this when asked by the initiative tacking MP's.
a) The Conference of Presidents [defined bellow] is entitled to decide in second consideration, outside the conditions as is described by this Act.
4. When the speaker, or the political groups deems it necessary for organizational purposes or for the purpose of this Act, a 'conference of presidents' shall be organised by the Speaker as a subsidiary body of Parliament.
4.1. The Conference of Presidents shall consist of the Speaker and of one representative MP of each of the recognized political groups.
4.2. The Conference of Presidents decides in general by unanimity.
4.3. The workings of the Conference of Presidents shall be decided by the conference itself, at the beginning of each constitutive sitting, providing in it its decision-making process.
4.2. The duties of the Conference of Presidents shall outflow in advicing in the duties of the Speaker, in planning, deciding, organizing and or preparing the day to day parliamentary working, or any other duties which is allocated to it by law.
