DELEGATE VACANCY APPOINTMENT MAY 2019
An appointment to address the Delegate's vacancy.
1. Due to the resignation of Asairia and his stated intention to vacate the office of Delegate as soon as practical, Parliament must appoint an interim Delegate in a timely manner rather than wait out the full special election period.
2. The relevant law in this case is Chapter 5, Clause 10 of the Regional Code, "In the event the office of Delegate becomes vacant, Parliament must designate an Interim Delegate to assume the powers of Delegate until the election of a new Delegate can be completed."
3. The office of Delegate is not actually vacant at this time, but such an appointment will be employed to fill an anticipated vacancy as soon as it occurs. Such an appointment will also safeguard an unexpected or accelerated departure should action be insufficient or unreasonably delayed to accommodate Asairia's departure.
4. Until the anticipated vacancy occurs, chapter 5, Clause 14 of the Regional Code applies: "In the event the Delegate resigns their office but maintains membership in the World Assembly, they shall be designated Interim Delegate until a special election for Delegate is completed."

5. Through the passage or rejection of this proposal, Parliament shall hereby confirm or reject the appointment of Brealoville as acting Delegate until the next lawful election can be held.
