PARLIAMENTARY PROCEDURE
Chapter 1: Legislative Template and Submitted Drafts
1. All proposals brought before Parliament shall be in the same format as the official Legislation Template. If the author fails to utilize the official template, the proposal's formatting must be edited to conform to the accepted layout. Constitutional amendments shall be exempt from most standard legislation numbered clauses; instead, they shall have the section written out.

Chapter 2: Scheduling Votes
1. Author(s) of proposals shall inform the Speaker when they are satisfied with the current version of their draft and ask for scheduling. The Speaker shall then approve or reject the request.
1.1. If the Speaker approves the proposal for scheduling, they shall inform Parliament that the process has started by posting in the thread of the bill under scrutiny:
1.2. If the Speaker declines to schedule the proposal for vote, they shall inform the Author why they chose to do so. The Author may then decide to either change their proposal, hold it (withdraw it until further notice), or attempt to override the Speaker as provided by law.
2. Each type of legislation shall have the following formal discussion time prior to being put to vote as part of the scheduling process:
2.1. Constitutional Amendments shall have five days of formal discussion starting on the day of their scheduling.
2.2. Regional Code Amendments, Treaty Ratifications, and other Legislation shall have three days of formal discussion starting on the day of their scheduling.
2.3. Rushed votes shall have a minimum of thirty minutes of formal discussion starting on the day of their scheduling.
2.4. The Speaker may increase these times by up to three additional days if they feel the proposal is controversial and there has been active discussion about it.
2.4.1 The Speaker may increase these times by up to one day for each new version if amendments are made to the proposal during the formal discussion phase.
2.4.2 The Speaker reserves the right to reduce these times only when the situation necessitates expedition.
2.4.3 A lack of discussion shall not constitute reduced formal discussion time, and the Speaker may not increase formal discussion time in an attempt to filibusterer the proposal.
3. Authors shall include a brief summary change log to their proposal whenever alterations are made during the formal discussion phase.
4. Parliament shall not vote on more than three proposals at one time.
5. Variations of or the exact same proposal may be scheduled up to three times in one month only if the second attempt was not rejected by Parliament by a minimum difference of quorum. If a minimum difference of quorum rejects the second attempt, the proposal may not be scheduled again until fourteen days after the last rejection.
Chapter 3: Signups & Election/Confirmation Notices
1. When announcing signups, the Speaker shall issue the following disclaimer:

Chapter 5: Closing Polls
1. Upon the completion of any vote or election, the Speaker shall:
1.1. Announce the results of the vote or election by posting in the voting thread:
1.2. Promptly lock the thread;
1.3. Archive the thread in the appropriate forum board.
Chapter 6: Proper Behavior in Parliament
1. All nations are expected to remain civil and on topic in Parliament territory ('The Parliament' section of the official Forum and 'Parliament Plaza' in Discord). Violation of this rule shall constitute an appropriate response.
Chapter 7: Additional Provisions
1. The Speaker may request assistance from the Forum Administration Team in ensuring the upkeep of Parliament's library.
2. The Speaker shall continue the amendment recording precedent as depicted at the bottom of the Constitution and Regional Code. Amendments recorded in the respective section of the forum shall have a label designating their number applied, and they shall be made 'sticky' in the Actions>Moderation menu so they appear in order from oldest at the bottom and newest at the top. All threads that contain polls must be locked after their polls close.
3. The Speaker may amend these procedures from time-to-time. Parliament shall be informed of all changes within twenty-four hours of their implementation.
4. The Speaker shall establish at least one standard timezone for Parliament. In addition to this, the Speaker shall provide a secondary timezone in either UK or US time to provide reference for people who live elsewhere.
4.1. The current established timezone is US Central (GMT-05:00).
