TVF-SLU DEFENSIVE PACT
An defensive pact with the Social Liberal Union.
Preface
Participating regions:
1. Social Liberal Union
2. Versutian Federation
This document is designed as a bilateral treaty between two regions and two regions only. This accord may only be ratified as a legal document once it has passed a vote of at least ten days in length where all nations in a region may vote and after it gains a plurality in said vote. This accord must reach a plurality in both regions to become legal. If it fails by the end of either ten day vote to gain a plurality, then this accord is not ratified and is thus declared null and void. Once passed, this accord may only be nullified by either a breaking of the terms of this agreement by either region or, by another ten day vote within either of the two regions where a plurality is reached to remove it from law. Both regions should have a public copy of this document once ratified available for quick reference by its membership. Though if one region struggles with this requirement, the other would be happy to oblige using its public record service.
Article One - Defence
In the instance of one of the two regions of this pact finding themselves threatened by an invading force targeted at aggressively overtaking the WA Delegacy of their region then it is the duty of the other region to immediately muster defending WA nations from their own region and move them to the attacked region. It is then their mission to endorse the original legitimate delegate of said attacked region either restoring them to office or simply bolstering them against the invaders. If the original legitimate delegate has already been ejected prior to their counter-offensive then the region giving aid must select their own temporary candidate, and counter-attack the occupied region as swiftly as strategically possible. Once re-taken they must immediately aid the return of any nations ejected and potentially banned by un-banning them, and then must vote to restore the original legitimate WA delegate.
This Article’s framework for the defence of a region is not limited, and it will be expected in hitherto unforeseen instances that the allied region will do its very best to aid the attacked or besieged region in any way possible, including appealing to other sympathetic regions, and or drafting legislation for the WA Security Council to liberate their ally.
Situations where it is excusable for allied regions not to send aid are as follows:
1. If, by sending WA members to the aid of their ally, they significantly risk destabilizing their own WA Delegate and are fearful also of attack in the same time period, or
2. If the region being invaded has deliberately and maliciously provoked attack by conducting malicious espionage, excessive trolling, or attempting their own unprovoked invasion of another region.
If an allied region does not send aid to the other in times of need in a situation covered by the above exclusions, then this accord is rendered null and void.
Noting that regional influence is a strong passive defence, each region in this treaty is encouraged to promote a free endorsement policy, where member nations may freely endorse other member nations. This does not exclude mandatory endorsement of a specific member nation.
Article Two - Regional Independence
Both of the two regions bound in this treaty are completely independent. Their domestic policies within their region are of no significance to the legitimacy of this accord; it is impermissible for their individual sovereign domestic agendas to be used by either party as a basis for the undemocratic unilateral de-ratification of this accord.
Furthermore, it is not against the terms of this accord for either region to internally or openly express its opinion, no matter what said opinion is, about the other region in any way it chooses.
This accord has not legitimate power to limit any internal domestic action of either region, be those actions legal or of the exercise of free speech.
Article Three - Membership
Borders between the two regions of this accord are open, nations which are resident in either are permitted to move freely between them, excepting in instances where their membership would be limited by the domestic laws of either region. Each region may maintain one ambassador nation in the other region if they so choose. This ambassador will be required to follow the legislative and executive rulings of the region as if they were a normal member of said region. There will be no special privileges granted to ambassadorial nations as far as the functioning of the region is concerned. That being said, signatory regions may allow ambassadorial nations privileges that they deem necessary for the optimum completion of their duty.
Though travel is freely permitted between the regions of this accord, if either region is found to be deliberately recruiting from the other region then this accord is immediately struck null and void. The exceptions to this situation are the following:
1. If the transgressing region was unaware of the recruitment and it was not sanctioned democratically or by the leadership of the region and was only the unilateral action of one member nation or,
2. If the attempt to recruit was made prior to the nation joining the other allied region.
However in the first instance of exemption it be expected that the transgressing region curtails the efforts of this nation to recruit as soon as it is discovered, and if the nation continues to transgress against this accord it should be ejected from its region and banned from returning for the minimum period of five days.
Article Four - Communication
This accord is not merely a cold defensive treaty, and as such encompasses other missions, as demonstrated in Articles Two and Three. Lastly however and the final goal of this accord is to promote active discussion, co-operation and communication between the member regions of this treaty.
It is crucial to the success of this treaty that both regions actively create and promote an agenda of internationalist communication and solidarity in any way they see fit between each other.
