TVF-UDLS TREATY OF FRIENDSHIP
Treaty of Friendship and Ambassadorial Relations.
In recognition of the similar values and desires of the nations of the regions of the Union of Democratic Leftist States and Versutian Federation, this treaty will formalize the exact nature and expectations of both sides in the friendship and relations between the two signatories..
Chapter 1: Ambassadors and Embassies
Article 1. Each signatory will have a nation, controlled by a representative of that signatory, in the other signatory. For this treaty, such a representative is called an ambassador.
Article 2. The region must, within their headquarters, create an area, to be referred to as a forum embassy, for which the other signatory’s ambassador may provide information about events in the region which they are representing. They must also create a public embassy within NationStates.
Article 3. Ambassadors and the nation they control will be held to the legal standards of the region they reside in. However, out of respect, signatories are expected to inform the other of any legal issues which arise with their ambassadors.
Article 4. Even if no law is violated, each signatory’s ministry responsible for regulating ambassadors may request a different ambassador, a different nation to be used by the ambassador or both.
Article 5. Each signatory agrees to do everything in its power to maintain the necessary standards for embassy exchange with the other signatory. Should they fail to do so, this treaty may be annulled pursuant to Article 12.
Chapter 2. Friendship Agreement
Article 6. Both signatory regions recognize the independence of the other in all policies, pending the particular legal arrangement within each region. Each signatory will respect that independence, to whatever degree it exists to, and agrees to not interfere with the internal decision making of its government.
Article 7. Both regions are to consider the friendship held between the regions when considering external actions which may be against the interests of the other region. This does not prevent action, but any violation of this may result in a diplomatic crisis line with Article 9.
Article 8. In the event of a political, diplomatic or military crisis between a signatory and a third party, the other signatory will be informed. The other signatory will use any means it deems prudent, in discussion with the signatory in crisis, to assist. This may include, but is by no means limited to, military force, diplomatic pressure or mediation. Should the signatory in crisis deem such efforts imprudent, it may begin negotiation in line with Article 9.
Article 9. In the event a diplomatic crisis between the two signatories, discussions should begin immediately to mitigate the crisis. A neutral third party may be invited to mediate. If negotiations should fail, either party may annul this treaty in line with Article 12.
Chapter 3. Non-Alliance
Article 10. This treaty does not bind the signatories to the foreign policies of the other or mandate any particular action in the event of crisis between the signatories, a signatory and a third party or some combination of the two.
Article 11. Signatories are free to pursue alliances and friendships with regions and organizations not deemed enemies of the other signatory by that signatory. Friendships and alliances may be created between a signatory and an enemy of the other signatory only after negotiations on the matter have been held in line with Article 7.
Article 12. Should either signatory fail to meet Article 5 or should Article 9 negotiations fail, this treaty may be annulled with a statement of the exact reason for closure from the appropriate ministry so that measures may be taken to close the embassies and the ambassadors removed. Should, by legal referendum in a region, a signatory desire to annul this treaty without negotiations or a violation, they may do so. However, negotiated closures as per Article 9 are the proper course of action.
